Civil Engineering
The Department of Civil Engineering started in 1970 as one of the five engineering departments of the School of Engineering of the former College of Science and Technology, Port Harcourt, running only diploma programmes. On the 6th of August, 1980 the Rivers State University of Science and Technology was established by law and all the assets and liabilities of the then College of Science and Technology were inherited by the University. Thus, the School of Engineering became the Faculty of Engineering with Departments of Chemical/Petrochemical, Civil, Electrical, Marine, and Mechanical Engineering.
The Civil Department is noted for providing outstanding consultancy services. The University has benefited from these services in many of her developmental efforts. Being located in a major industrial centre, the Department has enjoyed the patronage of many constructions and industrial organizations in and around River State, especially in the areas of soils and concrete testing. The Department had a contract with Shell Petroleum Development Company for the Provision of Quality Control and Laboratory Testing Consultancy Services, which ran into millions of naira per year. Also, from the inception of the Oil Mineral Producing Areas Development Commission (OMPADEC) now Niger Delta Development Commission (NDDC), the Civil Engineering Department had been one of her major Consultants on roads, water and geotechnical investigation projects. Indeed, the department is unique in making enormous and enviable contributions towards the consultancy efforts of the University.
The Department has published a programme prospectus which contains adequate information to students and the general public on the Bachelor of Technology (B. Tech.) programme of the Department. Another departmental publication deals with the postgraduate programmes, run by the Department.
The B.Tech. Programme is for a duration of five years, consisting of nine semesters of study in the University and one semester and two long vacation periods (12 months) of compulsory practical training in industry. The programme was approved by the Council of Registered Engineers of Nigeria (COREN) after the first visitation in 1984, and also had accreditation by the National Universities Commission (NUC) in 1990.
The department produced her first batch of B. Tech. graduates at the end of the 1984/85 session; and to date over 800 students have graduated from the B. Tech. Programme.
An intermediate level technicians programme leading University Diploma (UD) was phased out with the establishment of the River State Polytechnic, Bori in 1987.
Considerable effort has been made during the past 32 years to strengthen the department in terms of the quality of programmes, number and quality of staff, facilities and equipment. The Soil Mechanics, Structures, and Concrete, Hydraulics and Asphalt Testing Laboratories have all been equipped within this period to meet the challenges and requirements of running B. Tech. and higher degree programmes in Civil Engineering.
The Department has been involved in a variety of research programmes. Individual research projects and collaborative research are mainly in the areas of Structural Engineering, Geotechnical Engineering, Transportation/Water Resources Engineering and Materials. The emphasis is to develop appropriate technology, aimed at finding solutions to problems of local interest. The number of research publications of staff has increased considerably over the years.

To produce high quality civil engineers equipped with sound research and practical ability in analysis, design, construction and maintenance of physical infrastructure and environment that support human civilization.
PROGRAMME EDUCATIONAL OBJECTIVES (PEOs) Civil engineering involves the planning, design and construction of structures, systems and infrastructure that positively support the future development of our society. Civil engineers require a wide range of knowledge and skills from understanding hydraulics and soil mechanics to structural design and construction management. Therefore, the Programme Educational Objectives (PEOs) are to:
- Prepare graduates to acquire the principles of civil engineering profession.
- Produce graduates equipped with the capacity to develop innovative, economic and eco-friendly civil engineering infrastructures.
- Produce graduates with adequate theoretical and industry experience to undertake applied research.
- Prepare and equip graduates with the capacity to collaborate and supervise civil engineering projects in compliance with professional standards based on international best practices.
- Produce graduates who have the competence to convey new findings to both local and international fora and ensure continuous professional development.
PROGRAMME OUTCOMES (POs)
A graduate of an engineering programme to be accredited by COREN is expected to have ability to:
- Engineering Knowledge**:** apply knowledge of mathematics, science, engineering fundamentals and an engineering specialization to the solution of developmental and complex engineering problems;
- Problem Analysis**:** identify, formulate, research literature and analyze developmental and complex engineering problems reaching substantiated conclusions using first principles of mathematics, natural sciences and engineering sciences;
- Design/Development**. of Solutions:** proffer solutions for developmental or complex engineering problems and design systems, components or processes that meet specified needs with appropriate consideration for public health and safety, cultural, societal and environmental considerations;
- Investigation**:** conduct investigation into developmental or complex problems using research based knowledge and research methods including design of experiments, analysis and interpretation of data, and synthesis of information to provide valid conclusions;
- Modern Tool Usage**:** create, select and apply appropriate techniques, resources and modern engineering and ICT tools, including prediction, modelling and optimization to developmental and complex engineering activities, with an understanding of the limitations;
- The Engineer and Society**:** apply reasoning informed by contextual knowledge including Humanities and Social Sciences to assess societal, health, safety, legal and cultural issues and the consequent responsibilities relevant to professional engineering practice;
- Environment and Sustainability**:** understand the impact of professional engineering solutions in societal and environmental contexts and demonstrate knowledge of and need for sustainable development.
- Ethics**:** apply ethical principles and commit to professional ethics and responsibilities and norms of engineering practice, including adherence to the COREN Engineers’ Codes of Conduct;
- Individual and Team Work**:** function effectively as an individual, and as a member or leader in diverse teams and in multi-disciplinary settings;
- Communication: communicate effectively on developmental or complex engineering activities with the engineering community and with society at large, such as being able to comprehend and write effective reports and design documentation, make effective presentations, and give and receive clear instructions;
- Project Management**:** demonstrate knowledge and understanding of engineering, management and financial principles and apply these to one’s own work, as a member and leader in a team, to manage projects and in multidisciplinary environments;
- Lifelong Learning**:** recognize the need for, and have the preparations and ability to engage in independent and lifelong learning in the broadest context of technological and social changes.
Profile of the Head of Department
ENGR. PROF. EMMANUEL OSILEMME EKWULO is a Professor of Highway Transportation Engineering in the Department of Civil Engineering, Rivers State University, Port Harcourt, Nigeria. He is currently the Head of Department of Civil Engineering, Rivers State University. He obtained Bachelor of Technology (B.Tech.) degree in Civil Engineering from the Rivers State University, Port Harcourt, Nigeria, Master of Technology (M. Tech – Highway Transportation Engineering) degree from the Rivers State University, Port Harcourt, Nigeria, and Doctor of Philosophy (Ph.D.) in Civil (Highway) Engineering from the Department of Civil Engineering, University of Nigeria, Nsukka. Engr. Prof. Ekwulo is a Corporate member, Nigeria Society of Engineers (NSE). Fellow, Nigeria Institution of Highway and Transportation Engineers (NIHTE), Registered Engineer, Council for the Regulation of Engineering in Nigeria (COREN). His academic, industrial and research experiences span more than twenty-two (25) years. He has successfully supervised over ten (20) Masters and two (2) Ph.D. degree students. He is currently supervising numerous numbers of master’s and PhD candidates. He has participated in many local and international conferences where he presented papers. He is currently a Peer Reviewer for some journals, and has over forty-five (45) scientific papers published in local and international journals. His research interests/area of specialization are in the areas of material testing, and layered analysis and design of highway pavements.

Administrative Process

Structure: The Department is organized under a capable Head of Department, appointed by the Vice Chancellor. The Head of Department carries out the day –to-day administration of the Department.

How staff are involved in the decision-making process and in generalAdministration: Members of staff are involved in decision making process through departmental meeting whichare mandatory to attend. Major policies affecting staff and students and their welfare are discussed and decided upon at departmental meeting.

Policy and practice on staff development: Staff development are encouraged and a number of staff have proceeded for further studies and training.

****Staff promotion:****Staff members are promoted regularly following satisfactory yearly appraisals.Staff members are required to submit their completed appraisal forms to the Head of Department, who appraises all staff of the Department and forwards his recommendations to the Faculty Appraisal Panel. The Panel’s recommendations on successful candidates are thereafter compiled and forwarded to the Appointment and Promotions Committee of the University.

Students’ Welfare
(a) Handling of academic grievances
Each case of academic grievances of a student is handled in accordance with the rules and regulations of the University. An aggrieved student is usually advised to submit a written report to the Dean of Faculty through the Head of Department. The student’s report with comments of the Head of Department is forwarded to the Faculty Board of Studies by the Dean. The student’s matter is finally decided at the Faculty Board or Senate depending on the seriousness of the grievance.
(b) Students academic advising
Academic staff members are appointed as advisers to a group of students at the beginning of each session. Advisers have the responsibility of counselling the students on academic and personal needs of the students under their advisory.

Professional Achievement
Departmental staff members have made meaningful contributions to national and international professional bodies and engineering industries. This is evidenced by the high level of professional recognition in terms of fellowships and awards. Two Civil Engineering staff have served as Port Harcourt branch chairmen of the Nigerian Society of Engineers, NUC ERM inspectors, Chief reporters at NUC assemblies, chairmen of zonal and national professional committees and `members of the national Engineering Council. The department provides consultancy services on Quality Control and Material Testing as well as structural design, failure analysis and investigation.
